		<description>I used to do this just using paint.

I open an image using paint then resizing it using control+w which is allowing me to resize it well.. I did not find any dis advantage with that :)</description>

		<description>Another serious drawback to simply rescaling the picture in html is that the size of the picture file will remain the same. In the case of a 1000 by 1200 picture, that will be pretty big, no matter what format you use. That means that to view your tiny picture, your page still needs to load the entire picture file.</description>
