virtualStudio is a free photo editor which has a lot of features along with plugins support. If you are not too keen on using Photoshop and is looking for a good free graphics editor, this one is certainly good. It also supports Photoshop plugins and filters thereby allowing you to extend its functionality.

The freeware supports around 30 popular image formats. You can quickly retouch and enhance your photos using the image enhancements features it provides.
